ZIONWARD 21 General Incorporated Association aims to build disaster-prevention infrastructure that supports human life and daily living from normal times through emergencies by providing reliable drinking water for disaster situations and protective spaces designed for nuclear and crisis-response scenarios. Based in Shibayama Town, Chiba Prefecture, and leveraging our strategic location adjacent to Narita International Airport, we implement practical disaster-preparedness solutions with a focus on manufacturing, supply, and deployment.

From preparedness as a concept to real-world implementation. Disaster preparedness cannot be achieved by philosophy alone, nor by equipment alone. Message from the Chairman
Zionward 21 General Incorporated Association was established with the mission of “implementing infrastructure that protects human lives through water and space.” Disasters and emergency situations are events no one wishes for, yet they are realities that can occur at any time.
In response, we believe society needs systems that truly function and remain sustainable—beyond mere preparedness in theory or mindset. Through our two core initiatives—supplying long-term emergency drinking water and developing and leasing shelters designed for nuclear and emergency scenarios—we work to build a foundation that supports human life and daily living from peacetime to times of crisis.
By leveraging our base in Shibayama Town, Chiba Prefecture, and collaborating with local communities and related organizations, we aim to make disaster preparedness not an exception, but a standard part of society.
